Flood Map Modernization
The Federal Emergency Management Agency (FEMA) issued new Flood Insurance Rate Maps (FIRM) on April 03, 2012. These maps may change the flood zone designation for your property located in the City of Ann Arbor.

If you have a mortgage and the structure(s) is determined to be in a Special Flood Hazard Area by your lender, you will be required by your lender to purchase flood insurance.
Please note that these maps are a product of FEMA. The City can offer you information concerning your options, but the final determination is between your mortgage company and FEMA.

Flood Mitigation Grants
The City applied for and has been approved for two FEMA Flood Mitigation Grants. The projects will involve removal of several structures within the Allen Creek floodway:
215 and 219 West Kingsley St.
Purchase both lots and deed restrict the property as open space.
Demolish the structure at 219 West Kingsley St.
Maximum Project Budget: $288,000 (City share: $72,000)
Project update: FEMA issued a Grant Agreement to begin work on this project Sept. 7, 2010. Ann Arbor City Council approved acceptance of Grant funds on Nov. 15, 2010. Purchase of the property and the deed restriction were completed on March 13, 2012. The structure was demolished on Monday, September 10th, 2012.
Independent from the FEMA grant the City plans to install a rain garden at the site to increase stormwater infiltration and reduce flooding in the area. The City has selected the team of Conservation Design Forum (CDF) and PlantWise for rain garden design, construction and maintenace services. Rain garden will be designed following the building demolition, and installation is expected in the spring of 2013. Additionally, the Ann Arbor Public Art Commission will be working with CDF to include an art installation at the site.

Project cost estimate: $116,000 (City share $29,000)
Project update: The project was delayed since the City and County All Hazard Mitigation Plan expired. FEMA cannot issue the final paperwork to begin work on removing these structures until the Hazard Mitigation Plan is updated and approved by FEMA. City Staff is working on the Plan Update.
The City of Ann Arbor Flood Mitigation Plan, approved March 2007, recommends development of a comprehensive Floodplain Ordinance to accomplish numerous recommendations from the Plan. The City Planning Commission (CPC) passed a resolution on May 1, 2007 directing staff to draft a floodplain management ordinance for consideration by a CPC committee. City staff and the CPC committee have gone through several drafts and are currently working with the City Attorneys Office to finalize a draft before starting the public review process.
